Dwayne is the founding member of NCE Counsel and brings a decade of experience helping clients navigate federal and state communications laws and regulations.

His transactional experience encompasses a wide range of issues, including broadcast station assignments, transfers of control, tower leases, and telecom user agreements.

Additionally, Dwayne has substantial litigation experience involving the appellate review of FCC decisions and the prosecution and defense of federal district court actions. Dwayne also advises in matters involving constitutional law, the interpretation and enforcement of federal statutes, and administrative law.
